About This Scholarship

Andhra Pradesh's Post Matric Scholarships give fee reimbursement and a maintenance allowance to eligible SC, ST, BC, EBC (other than Kapu), Kapu, minority and differently abled students in ITI, polytechnic, degree and higher courses. The Social Welfare Department runs the scheme on the JnanaBhumi portal on a saturation basis, which means every eligible student is covered. It has two parts: RTF, full fee reimbursement, and MTF, an allowance for food and hostel costs. The scheme began under G.O.Ms.No.115 of 30 November 2019 as Jagananna Vidya Deevena (RTF) and Jagananna Vasathi Deevena (MTF). The portal and G.O.Ms.No.87 of 20 November 2024 now call it Post Matric Scholarships with RTF and MTF components.

G.O.Ms.No.87 changed how RTF is paid. From 2024-25 the RTF of students other than SC goes to the colleges' accounts, and from 2025-26 it is released subject to face-recognition (FRS) attendance in the colleges. For SC students RTF continues to go to the student's account as per Government of India guidelines, because the Centre bears 60% of the amount. G.O.Ms.No.77 confines the scheme for PG courses to students admitted under convener quota in State-funded universities and government degree and PG colleges.

The JnanaBhumi home page, checked on 5 October 2026, announced no 2026-27 application dates. Its only notice asks Scheduled Tribe students to complete NSP One Time Registration (OTR) before applying. The portal is still the live system: it also hosts the Ambedkar Overseas Vidya Nidhi (AOVN), Residential Schools and Hostels, and University and Board online affiliations.

From 2025-26 the RTF of students other than SC is released to the college only subject to FRS attendance. Release of MTF and RTF is delayed if the college's university affiliation is delayed.

How to Apply

Application Guide

  1. Scheduled Tribe students first complete One Time Registration (OTR) on NSP before submitting the scholarship application (OTR user manual).
  2. Fresh application: collect the JnanaBhumi Scholarship Application Form (JSAF) from the college, fill it in and give the signed copy to the college Principal.
  3. The Principal verifies the JSAF and submits it online through JnanaBhumi at the time of admission. The student receives an SMS confirming submission.
  4. The student visits a Mee Seva centre with the JnanaBhumi application ID and Aadhaar number, checks the application online, makes any changes and submits it with biometric authentication.
  5. Renewal: the Principal registers the renewal by entering the student's admission date for the current year and the hall ticket or roll number of the preceding year's exam. The student receives an SMS.
  6. The student views the renewal application details and gives biometric authentication at the college.

Selection Process

The scheme runs on a saturation basis: there is no merit ranking, and every student who meets the eligibility conditions is covered. The college Principal verifies the application online, and the student confirms it with biometric authentication at a Mee Seva centre (fresh) or at the college (renewal). Release depends on attendance: 75% of aggregate attendance is mandatory, and from 2025-26 RTF for students other than SC is subject to FRS attendance. Release of MTF and RTF is delayed if the college's affiliation is delayed.
