About This Scholarship
The Bihar Post Matric Scholarship is for Scheduled Caste (SC), Scheduled Tribe (ST), Backward Class (BC) and Extremely Backward Class (EBC) students of Bihar who study after Class 10. The Education Department of the Government of Bihar runs it on Post Matric Scholarship (PMS) portals built by the NIC Bihar State Centre: a BC-EBC portal, an SC-ST portal and an institute portal where each college's nodal officer registers the institution, adds its courses and verifies student applications. Students can apply only for courses their institution has added.
For 2026-27 both student portals invited applications from 15 July 2026 to 30 September 2026, and institutions could register from 14 July to 25 August 2026. On 5 October 2026 the portals still showed 30 September 2026 as the closing date and carried no extension notice. The previous cycle covered 2024-25 and 2025-26 together, with applications from 25 August to 15 November 2025 and a correction window that closed on 25 December 2025. For 2026-27 a student needs an NSP One Time Registration (OTR) number before registering.
The portals do not state scholarship rates or an income ceiling on their 2026-27 pages. They require an income certificate issued on or after 1 April 2026 and a caste certificate, and they accept the application only after Aadhaar seeding of the bank account is confirmed.

How to Apply
Application Guide
- Generate an NSP One Time Registration (OTR) number: on scholarships.gov.in choose Student, then Registration, validate the mobile number and the Aadhaar number with OTPs, enter the personal details and complete face authentication in the NSP OTR mobile app (step-by-step guide).
- Open the BC-EBC portal (pmsonline.bihar.gov.in) or the SC-ST portal (scstpmsonline.bihar.gov.in) and choose 'New Registration 2026-27'. Enter the OTR number on the 'PMS Enrollment/Login - Bihar (2026-27)' page.
- Fill in the application. The course year is selected automatically for the session.
- Upload the documents: Aadhaar, income certificate, caste certificate, 10th certificate, bonafide certificate, fee receipt, last mark sheet and photograph.
- Check the Aadhaar seeding status. The application can be finalised only when Aadhaar is seeded to the bank account for DBT.
- Finalise the application. The institute, the district and the state then verify and approve it before payment.
- If the application shows a defect, log in through 'Student Login', correct it and finalise it again within 15 days (student correction flow).
Selection Process
The pages checked describe no merit list. Each finalised application passes through institute verification, district verification and state approval before the scholarship is paid. Applications are rejected for uncorrected defects, for invalid certificates, or when the student already receives another scholarship for the same course and session. The institute portal asks institutions to complete student verification within the time limit set for them.
