About This Scholarship
The Bihar Student Credit Card Scheme (BSCC) is an education loan scheme, not a grant. The Government of Bihar lends eligible students up to Rs 4 lakh for higher education through the Bihar State Education Finance Corporation Ltd (BSEFC), with a reduced role for banks. It was introduced under the 7 Nishchay programme, and the Education Department's revised guidelines, in force from 1 April 2018, are the latest published on the 7 Nishchay portal. The loan carries 4 percent simple interest, or 1 percent for women, divyang and transgender applicants, and no interest is payable during the moratorium, which runs up to one year after the course ends or up to 6 months after the applicant gets a job, whichever is earlier. It can fund general courses such as BA, BSc and BCom, postgraduate courses and professional courses including engineering, MBBS, nursing, law, management and polytechnic. The guidelines set no income ceiling, and the portal FAQ says applications can be made at any time. The 2018 guidelines estimated 50,000 beneficiaries in 2018-19, rising to 1,00,000 in 2020-21; no later figure was found. A letter of 17 October 2025 refers to a further revision (Resolution 3239 of 4 October 2025) and asks for the portal's application form and guidelines to be updated. That text was not published on the portal when checked, so the terms here follow the 2018 guidelines and may have changed.

Fees go straight to the institution. If the borrower has no job or income after the moratorium, recovery is deferred on an affidavit filed at the DRCC in the last fortnight of every June and December. After the full period, an unpaid loan is recovered under the Public Demand Recovery Act.
How to Apply
Application Guide
- Open the 7 Nishchay portal (7nishchay-yuvaupmission.bihar.gov.in) and choose New Application Registration. Keep a valid email ID and mobile number ready; a one-time password arrives by SMS and email.
- Enter the one-time password, then log in with the user ID and password, and choose the Bihar Student Credit Card application form. The guidelines also allow applying through a mobile app.
- Fill in the details and submit. A unique registration number is sent by message and email, and a PDF of the application is generated that lists the documents to bring. No documents are uploaded online.
- Visit the District Registration and Counselling Centre (DRCC) of the district. The DRCC sends a date and time by SMS and email, and the FAQ says applicants can also go on any working day between 10 am and 6 pm. Take the signed PDF, passport photographs of the applicant and co-applicant, self-attested copies of the documents and all originals.
- After the counter check, the originals are returned and a receipt is issued. An independent Third Party Verification Agency checks the application and BSEFC then accepts it or raises objections.
- After sanction, BSEFC informs the applicant by SMS and email of the date to visit the DRCC and complete the loan documentation. The Student Credit Card is issued at the DRCC, and BSEFC releases the amount within 10 working days of the request.

Selection Process
The guidelines set no merit ranking or quota: the target is flexible, and every eligible applicant who applies is meant to receive the loan. Eligibility is checked in stages. A Multi-Purpose Assistant at the DRCC checks the originals, a Third Party Verification Agency reports within 15 working days, the nodal officer sends the recommendation to BSEFC within two days, and BSEFC accepts the application or returns it with objections within 15 working days. The DRCC must clear objections within 15 working days; if they cannot be cleared, the nodal officer rejects the application. BSEFC releases the loan within 10 working days of the borrower's request.
