About This Scholarship
e-Kalyan is the scholarship portal of the Department of ST, SC, Minority and Backward Class Welfare, Government of Jharkhand. This page covers its post-matric scholarship scheme for Scheduled Caste, Scheduled Tribe and Backward Class students of Jharkhand, which runs under three State rules of 29 August 2022: the SC rules (notification 2588), the ST rules (2589) and the BC rules (2590). The rules estimated the cost at Rs 650 crore a year, and the portal's dashboard for 2024-25 shows 6 schemes and a total benefit of Rs 1,339.35 crore. The scholarship pays the tuition fee and the academic allowance or maintenance fee at actuals, up to a ceiling of Rs 30,000 to Rs 1,00,000 a year set by course group and by hosteller or day-scholar status.
A notice of the Tribal Welfare Commissioner dated 30 September 2026 invites online applications for the 2025-26 session from students studying inside and outside Jharkhand from 1 October 2026 to 31 October 2026, and gives the same dates for educational institutions to register on the portal for 2026-27. The date for student applications for 2026-27 is not announced yet, although the portal home page says post-matric registrations for 2026-27 are opened. Applications are verified first by the institute, then by the district welfare officer and a district approval committee chaired by the Deputy Commissioner. For Scheduled Tribe students the FAQ says the amount is funded 75 percent by the Government of India and 25 percent by the State, and for Scheduled Caste students the rules fix 60 percent for the Centre and 40 percent for the State.

The payable amount is the lower of the actual tuition fee plus academic allowance or maintenance fee and the ceiling; in no case is more paid. The academic allowance and other amounts fixed for each course by the Ministry of Social Justice and Empowerment (SC and BC rules) or the Ministry of Tribal Affairs (ST rules) sit inside the ceiling. The amount differs between students because it depends on the course, the grade of the college, hosteller or day-scholar status, the fee structure in the bonafide certificate and other maintenance charges. For SC students 60 percent is paid by the Government of India and 40 percent by the State; the FAQ says ST students get the amount in two instalments, 75 percent from the Government of India and 25 percent from the State. Payment is by DBT through PFMS to the Aadhaar-based account, and the portal sends an SMS at each step.
How to Apply
Application Guide
- Open https://ekalyan.cgg.gov.in and read the How to Apply and FAQ sections; Check Eligibility lists the schemes a student may qualify for.
- Check the college under college registration status. A college that is not registered must complete College Registration, and colleges map their courses so that students can select them.
- Choose Student Login and complete the one-time registration with the Aadhaar number. The user ID and password reach the registered mobile number or email.
- Log in, select the department and the scheme, and fill in the student, academic, eligibility and bank details.
- Upload the income certificate, caste certificate, residential certificate, bonafide certificate and previous marksheet, submit the application, then download and print the form.
- Apply within the notified dates: students of the 2025-26 session from 1 to 31 October 2026. Student dates for 2026-27 are not announced; institutions register for 2026-27 from 1 to 31 October 2026.
- Renewal applicants apply again each year and upload the bonafide certificate, the previous year's marksheet and the income certificate.
Selection Process
The rules describe no merit list: every eligible, verified student is paid within the ceilings. The student's application is first verified by the Institute Nodal Officer (INO) with the institute's own login. It then reaches the District Nodal Officer, who is the District Welfare Officer, who examines it and puts it before the district-level approval and sanction committee, which can accept or reject applications. The committee is chaired by the Deputy Commissioner, with the Deputy Development Commissioner or ITDA Project Director as vice-chair, the district education officer, the District Superintendent of Education, the District Informatics Officer (NIC), the Treasury Officer and the lead bank manager as members, and the District Welfare Officer as member-secretary. The State Nodal Officer, the Tribal Welfare Commissioner or an authorised officer, forwards the district-level payments to the Government of India portal. Institutions outside Jharkhand are approved by a state-level committee chaired by the Tribal Welfare Commissioner. Complaints are to be resolved within 72 hours.
