About This Scholarship
Har-Chhatravratti is the centralized scholarship portal of the Department of Higher Education, Haryana. It handles the whole scholarship process, from application and verification to disbursal, and gives students one registration for the state schemes of the Higher Education Department as well as schemes of the Technical Education and Science and Technology directorates. Applications pass three levels of verification: the institute, the university or nodal body, and the head office. The portal links with the Parivar Pehchaan Patra, SARAL, National Scholarship Portal, NPCI and AISHE systems.
The portal home page reports 3 departments, 14 scholarship schemes, 2,830 institutes, 8,18,168 applications, 6,29,847 beneficiaries and Rs 1,173.17 crore disbursed. These are cumulative figures with no year given.
A Higher Education Department notice dated 17 September 2026 opens the portal for 2026-27 and asks students to apply up to 31 December 2026 under all state schemes of that department. The portal lists eight such schemes with the closing date 31/12/2026. The Technical Education schemes show closing dates in 2024, and the Science and Technology schemes show closing dates between 18 January and 3 September 2026, so those schemes are not open for 2026-27 applications on the portal.
Post Matric Scholarship schemes for SC and BC students also appear in the portal eligibility table (family income up to Rs 2,50,000, attendance of at least 75%). Their rates are not given on the portal pages read and follow the central and state scheme documents.

- Students who applied under a wrong scheme can raise a request from the login; the college then deletes the current-year application and the student can pick the correct scheme.
- Holders of the UG girls merit scholarship and the CBSE incentive cannot hold another scholarship or stipend.

Disbursal follows three-level verification on the portal; the SC stipend guideline specifies transfer through PFMS to the Aadhaar-seeded bank account. Kalpana Chawla Chhatravratti pays Rs 8,350 a month (JEE Advanced rank) or Rs 4,500 a month (JEE Main rank) but its window closed on 10/08/2026.
How to Apply
Application Guide
- On the Har-Chhatravratti portal, click the Registration link (Student Registration) if a new user; existing users click the login button.
- Enter the Parivar Pehchaan Patra (Family ID), select the student name from the list of members and click Generate OTP.
- Enter the OTP received on the registered mobile number and click Verify OTP.
- Check the details auto-filled in the registration form.
- Select the Department and College, create a password and click Register.
- Click the login link and enter the User ID and password to apply for the scholarship.
- Provide the necessary details such as Course, Roll No. and Eligibility.
- Click the Apply button to save the application.
Students whose Aadhaar seeding has been activated should inform their colleges so that the Aadhaar-seeded data in the college login is updated. Helpdesk email: helpdeskscholarship@highereduhry.ac.in.
Selection Process
Applications are verified at three levels: the institute, the university or nodal body, and the head office of the Department of Higher Education. Disbursal to the beneficiary follows.
Scheme rules decide who is chosen. The SC stipend and the freedom fighters grandchildren stipend go to every eligible student who meets the attendance condition (60% and 50%); stipend for a bi-monthly period is withheld below the limit. The UG girls merit scholarship covers ten fresh girls per government college who passed Class 12 with at least 60% marks. The university incentive goes to the first three rank holders of each stream, with ties settled on marks in the main subjects. The CBSE incentive goes to one boy and one girl who topped the Class 10 and Class 12 CBSE examinations. State Merit scholarships follow merit lists built on aggregate marks in the annual examination.
