About This Scholarship
The UP Scholarship portal (Scholarship and Fee Reimbursement Online System) is the single online system through which the Uttar Pradesh Government pays scholarships and fee reimbursement to students of Classes 9 to 12 and of post-matric courses. The Social Welfare, Backward Class Welfare, Minorities Welfare and Tribal Development departments maintain it jointly. Social Welfare handles SC, ST and General category students, Backward Class Welfare handles OBC students and Minorities Welfare handles minority backward-class students (Muslim, Sikh, Christian, Buddhist, Jain and Parsi). On the Student Registration page students pick the department and the class: Prematric, Postmatric Intermediate (Class 11-12), Postmatric Other Than Intermediate (above Class 12) or Postmatric Other State.
The Social Welfare Department's rules for SC and ST post-matric students (11th amendment, 2023) show how the scheme works. They pay an academic allowance and the compulsory non-refundable fee to students who are permanent residents of Uttar Pradesh and study anywhere in India, with an extra 10% of the allowance for students with disabilities. The Centre bears 60% and the State 40% of the cost, and payment goes by DBT through PFMS to the Aadhaar-seeded bank account. The rules also require 75% attendance, a family income within the limit fixed by the State Government and, for students of private institutions, an age of not more than 40 years on 1 July.
For 2026-27 the portal publishes two timetables. For post-matric courses above Class 12, fresh online applications run from 15 September to 31 October 2026 and renewal from 15 September to 15 October 2026. For Classes 9 to 12, fresh applications (Class 9 and 11) ran from 11 August to 21 September 2026 and renewal (Class 10 and 12) from 11 August to 19 September 2026. A Government order dated 20 July 2026 sets the post-matric timetable. For fresh post-matric students the signed print-out must reach the institution by 4 November 2026 and the institution must verify it by 10 November 2026; these are the separate final deadlines.

- Students admitted on management-quota or spot-admission seats of professional courses are not covered.
- Aircraft maintenance, private pilot licence, competitive-exam coaching and correspondence or distance courses (except at central and state universities) are not covered.
- Students who receive a government stipend or fellowship in a postgraduate or higher course are not eligible.

- SC and ST post-matric rules: academic allowance at the Government of India group-wise rates (one third of the rate for students who get free food or lodging) plus the compulsory non-refundable fee; the rupee rates are not listed in the rules.
- Extra allowance: 10% of the academic allowance for students with disabilities under the SC and ST post-matric and SC pre-matric rules; the General rules also provide study tour expenses, research typing and printing costs and an extra allowance for students with disabilities.
- Payment: 60% Government of India and 40% State under the SC and ST rules; DBT through PFMS to the Aadhaar-seeded bank account.
How to Apply
Application Guide
- Complete the One Time Registration (OTR) on the portal before applying, and check that Aadhaar is seeded to the bank account and mapped on NPCI. The student keeps the account active with a minimum balance.
- Open Student Registration (2026-27) at scholarship.up.gov.in/RegistrationNew.aspx and choose the department (Social Welfare for SC, ST and General; Backward Class Welfare for OBC; Minorities Welfare for minority students) and the class: Prematric (Fresh), Postmatric Intermediate (Fresh), Postmatric Other Than Intermediate (Fresh) or Postmatric Other State (Fresh). Renewal students use Login Renewal.
- Fill the online application with the student's own mobile number linked to Aadhaar. Fresh students complete Aadhaar demographic authentication through DigiLocker e-KYC and renewal students through the OTP sent to the Aadhaar-linked mobile number, after which the application is locked temporarily.
- Check every entry (caste and income certificate numbers, high-school or intermediate roll number, marks and fee amount) and correct errors shown in the student login within three days of submission, then take the final print-out.
- Sign the print-out and deposit it with self-attested copies of the income certificate, caste certificate and identity proof at the institution by the date in the timetable, and collect the receipt.
- Track the application in the student login; an SMS is sent when the institution forwards or rejects it.
Selection Process
Under the SC and ST rules, applications are verified in stages. The institution committee (head, senior professor and senior SC or ST professor) recommends the applications and the institution forwards them online. The university or affiliating agency (or the district school inspector for Classes 11-12) verifies genuine students, NIC scrutinises the data, and the district scholarship approval committee headed by the District Magistrate approves it and the District Social Welfare Officer locks it with a digital signature before demand is generated and money is transferred. When funds fall short, those rules pay renewals first and rank new applicants by weightage points: 10 for students who passed high school or intermediate from government or aided institutions, 8 if both parents are uneducated, 6 if one parent is uneducated and 4 for SECC-2011 deprivation. Ties are broken by older age, then alphabetical order, then first come first served.
